Terms of Service
1 Acceptance of Terms
By accessing or using BarangayServe (the "System"), you agree to be bound by these Terms of Service. The System is operated by Barangay Cuayan, City of Angeles, Philippines and is intended solely for use by authorized barangay staff and officials.
If you do not agree to these Terms, you must not access or use the System. Unauthorized access or misuse of this platform is strictly prohibited and may be subject to applicable Philippine law.
2 Authorized Users
Access to BarangayServe is restricted to:
- Duly appointed barangay officials and staff of Barangay Cuayan
- Personnel explicitly authorized by the Barangay Captain or System Administrator
- Accounts registered and approved through the official registration process
The System is not intended for use by the general public for self-service transactions. Residents seeking barangay documents must coordinate directly with barangay staff during official office hours.
3 Account Responsibilities
Each authorized user is responsible for:
- Keeping their login credentials (email and password) confidential and secure
- All actions performed under their account within the System
- Immediately reporting any unauthorized account access to the System Administrator
- Not sharing login credentials with other individuals under any circumstances
- Using only their assigned account and not impersonating other staff members
The Barangay reserves the right to suspend or revoke account access without prior notice if misuse, policy violation, or unauthorized activity is detected.
4 Permitted Use
The System may only be used for legitimate barangay administrative functions, including:
- Creating, updating, and managing resident profiles and household records
- Processing, approving, and issuing official barangay documents and certifications
- Reviewing activity logs and generating reports for barangay planning
- Managing staff accounts under the assigned role and access level
- Accessing system features within the scope of the user's designated role
5 Prohibited Conduct
Users are strictly prohibited from:
- Accessing, modifying, or deleting records without proper authorization or legitimate purpose
- Sharing, exporting, or disclosing resident data to unauthorized third parties
- Attempting to bypass security measures, authentication, or access controls
- Using the System for personal gain, harassment, or any unlawful activity
- Introducing malicious code, scripts, or software into the System
- Misrepresenting information entered into resident or document records
- Using another staff member's credentials to access the System
6 Data Accuracy and Integrity
Authorized users are responsible for ensuring the accuracy and completeness of the information they enter, update, or process within the System. Deliberate entry of false, misleading, or fabricated data constitutes a serious violation of these Terms and may expose the responsible staff member to administrative and legal liability.
All document issuances, record modifications, and system actions are logged with timestamps and staff identifiers for accountability and audit purposes.
7 System Availability
BarangayServe is operated on a best-effort basis. We do not guarantee uninterrupted or error-free access to the System. Scheduled maintenance, technical issues, or external service disruptions (such as Firebase downtime) may temporarily affect availability.
The Barangay and System administrators shall not be liable for any loss of data, service disruption, or inconvenience resulting from System downtime, provided that reasonable steps have been taken to maintain the platform.
8 Intellectual Property
The BarangayServe platform, including its design, code, and system architecture, was developed for and is the property of Barangay Cuayan. The Barangay Seal and official insignia used in this System are the property of the respective government authority and are used for identification purposes only.
Users may not copy, reproduce, distribute, or create derivative works from any part of the System without prior written authorization from the Barangay.
9 Limitation of Liability
To the maximum extent permitted by applicable law, Barangay Cuayan and the developers of BarangayServe shall not be liable for any indirect, incidental, or consequential damages arising from the use or inability to use the System, including data loss or corruption resulting from unauthorized access.
Users assume full responsibility for their actions within the System and any consequences arising therefrom.
10 Governing Law
These Terms of Service are governed by the laws of the Republic of the Philippines. Any disputes arising from the use of BarangayServe shall be subject to the jurisdiction of the appropriate courts in the City of Angeles, Pampanga, Philippines.
Relevant laws include, but are not limited to: the Local Government Code of 1991 (RA 7160), the Data Privacy Act of 2012 (RA 10173), and the Cybercrime Prevention Act of 2012 (RA 10175).
11 Changes to These Terms
The Barangay reserves the right to modify these Terms of Service at any time. Updates will be reflected on this page with a revised "Last Updated" date. Continued use of the System after changes are posted constitutes acceptance of the revised Terms.
