BarangayServe ("the System", "we", "us") is an official digital platform operated by Barangay Cuayan, City of Angeles, Philippines. This Privacy Policy explains how we collect, use, store, and protect the personal information of barangay residents and authorized staff who access or use the System.

By using BarangayServe, you agree to the practices described in this Policy. This System is intended solely for internal barangay operations and serves the community within its jurisdiction.

2 Information We Collect

We collect the following categories of information through the System:

• Resident Information: Full name, date of birth, home address, contact number, civil status, and household details submitted for record management.
• Document Request Data: Type of document requested, purpose, date of request, and processing status.
• Staff Account Data: Name, email address, assigned role, and login activity for authorized barangay personnel.
• Authentication Data: Email addresses and passwords (encrypted) used to access the System via Firebase Authentication.
• Usage Data: Activity logs, timestamps, and actions performed within the System for audit and security purposes.

3 How We Use Your Information

Information collected by the System is used exclusively for legitimate barangay administrative purposes, including:

• Processing and issuing official barangay documents and certifications
• Managing and maintaining up-to-date resident profiles and household records
• Verifying staff identity and enforcing role-based access controls
• Generating official population, service, and statistical reports for barangay planning
• Maintaining an audit trail of system activities for accountability and compliance
• Responding to resident inquiries and technical concerns submitted through the contact form

We do not use resident or staff data for marketing, advertising, or any commercial purpose.

4 Data Storage and Security

BarangayServe uses Google Firebase (Firestore and Firebase Authentication) as its backend infrastructure. Data is stored on Google's secure cloud servers and is protected by industry-standard encryption in transit (TLS) and at rest.

Access to resident data is restricted to authorized barangay staff only, enforced through Firebase Security Rules and role-based access controls. Passwords are never stored in plaintext.

While we implement strong security measures, no digital system can guarantee absolute security. We encourage staff to use strong passwords and report any suspicious activity immediately.

5 Data Sharing and Disclosure

We do not sell, rent, or trade personal information. We may disclose information only in the following limited circumstances:

• Legal Obligation: When required by Philippine law, court order, or a lawful government directive.
• Service Providers: To Google (Firebase) as a technical infrastructure provider, bound by their own privacy and security standards.
• Barangay Officials: To authorized barangay personnel strictly within the scope of their duties.

6 Data Retention

Resident and document records are retained for the duration required by applicable Philippine laws governing local government records. Staff account data is retained for as long as the account remains active or as required for audit purposes.

Requests to delete or correct personal records may be submitted to the Barangay Hall in writing, subject to applicable legal and administrative requirements.

7 Your Rights

Under the Philippine Data Privacy Act of 2012 (Republic Act No. 10173), you have the right to:

• Be informed about how your personal data is being processed
• Access a copy of your personal data held by the barangay
• Correct inaccurate or incomplete personal information
• Object to the processing of your data in certain circumstances
• File a complaint with the National Privacy Commission (NPC)

BarangayServe uses browser localStorage to save your preferred display theme (light or dark mode). No tracking cookies or third-party analytics are used on this platform.

We may update this Privacy Policy from time to time to reflect changes in our practices or applicable law. The "Last Updated" date at the top of this page will reflect the most recent revision. Continued use of the System after any changes constitutes your acceptance of the updated Policy.
